What Counts As Conquering?
Once a formal war is declared both armies are free to cross borders at will.
Several factors determine a defending city’s strength.
Battering Ramsshatter a city’s wall defenses by letting friendly units deal additional damage to walls.
Siege equipment alone will not conquer a city.
You’ll need tocomprise a balanced militant forceof close-combat and long-range units to lead the charge.

For the most part,you could combat this if you have a strong military.
If an enemy civ succeeds in conquering your city, it will become theirs.
