To get this, you simply have to start the main World Quest in the Nostoi Region of Fontaine.

Go through the wateruntil you find the cave and follow the path going upward here.

However, the way forward will be blocked by a seal.
You canget rid of this sealby interacting with the soldier statue and going through a big battle.
It will then take you to this area.
This will lead you to another non-water area where you’ll see the harp instantly.
However, there will be alocal legend standing between you and the collectible.
