Foreman is objectively a bad man who treated Tilly very poorly.
However, does that make it okay to kill him in cold blood?
This moral dilemma is what makes it an interesting decision.

For those who may not recall, Foreman wasfirst met in Valentinewhen Arthur was searching for Tilly.
Her time with the Foreman Brothers wasn’t a great one.
As such, later in the game,the Foreman Brothers kidnap poor Tillyand abuse her.
Susan Grimshaw and Arthur Morgan team up to find her.

If you pick the’take out Anthony Foreman' option, a quick cutscene plays.
And he does, no sooner returning a mere eight years later when you now control John Marston.
Anthony Foreman becomes a bounty for John worth a measly $85.
